The Town Planning team at Penguin Recruitment has had an established presence in the market since 2008, and is widely accepted as one of the UK’s most experienced and successful recruiters in the sector. We cover all areas of planning and the related disciplines such as; heritage, urban design and economics.
We employ a large team of consultants who spend all day, every day in their sector, deepening their networks and industry knowledge which in turn enables us to provide the highest levels of service to our clients and candidates.
Working closely with Local Authorities, Consultancies and Developers of all sizes across the UK, we assist in finding candidates at all levels such as Graduates, MRTPI Planners through to Senior Directors.

Meet the team
Josh Jones
Senior Consultant
Josh is a Senior Consultant in the Planning division, leveraging his extensive market knowledge and strong professional relationships to deliver expert advice and tailored recruitment solutions for jobseekers and employers alike.
A graduate of Swansea University, Josh holds a BSc in Sport and Exercise Science and an MSc in Research, Physiology, and Nutrition. His academic background reflects his keen interest in health and wellbeing, which continues to play a central role in his personal and professional life.
Outside of work, Josh is an avid traveller, regularly exploring new countries and cultures. He also participates in fitness competitions, such as HYROX, and is often found hiking mountains or paddleboarding along the beautiful Gower Coastline. Whether, embarking on hiking adventures, or discovering new destinations, Josh brings his energy and passion to everything he does.
Katy Thorne
Senior Consultant

After graduating from Nottingham Trent University with a 1st Class Degree in English Literature, Neil actually began his career journey in professional Ice Hockey. Following this exciting chapter, Neil moved into the world of sales and picked up extensive experience before joining Penguin Recruitment in 2015. He works as a Lead Consultant within the Town Planning team and is well equipped to advise candidates and clients alike on the current market, job opportunities and the profession itself.
Tamzin Warren-Vimpany
Recruitment Consultant
Tamzin is a dedicated member of Penguin’s Town Planning team, specialising in connecting top talent with leading opportunities across the entire UK. After earning a BSc in Accounting and Finance from the University of the West of England, she joined the team in 2023. With a friendly and personalised approach to recruitment, Tamzin focuses on building strong, lasting relationships with both clients and candidates, ensuring every placement is a perfect fit for long-term career growth and company success.
Outside of work, she loves exploring the outdoors with her dog, discovering new trails, and staying active through running and fundraising competitions. Tamzin also enjoys swimming in the sea and relaxing in the sunshine.
Sofia Conte
Recruitment Consultant
Sofia is part of the Town Planning Recruitment team at Penguin, specialising in connecting top-tier planning professionals with opportunities across the UK. With a passion for building lasting relationships, Sofia ensures that each candidate is matched with the perfect role for both short-term success and long-term career growth.
A graduate in Biology from the University of Bristol, Sofia brings a thoughtful, analytical approach to their work, carefully considering both client and candidate needs. Outside of work, Sofia is an enthusiastic runner, often found exploring the stunning Gower coastline—sometimes alongside fellow Penguin colleagues. Having backpacked across South America, Sofia enjoys embracing new challenges, both personally and professionally.
Harriet Roige
Team Manager
Harriet has a BSc in Business and Information Technology and has 11+ years' recruitment experience. She initially helped Penguin develop its presence in the Sustainability sector and now helps lead the Planning function. Outside of work Harriet can normally be found walking her two dogs on the Gower and cheering on Swansea City FC.
